Abstract:

يهدف هذا البحث الى التعريف بالجهود المبذولة في مجال مكافحة تهريب المخد ا رت والإتجار غير المشروع للعقاقير والمواد المخدرة اولإتفاقيات الدولية لمكافحة المخد ا رت، وتبدو أهمية البحث وضرورته خاصة في ظل تفاقم مشكلة المخد ا رت لذا يجب توضيح مدى ضعف فعالية أساليب المكافحة، أوهمية التعاون الدولي في الحد من تفشي ظاهرة المخد ا رت، وتتمحور مشكلة البحث فى الإجابة على الأسئلة التالية: ما هى جريمة الاتجار بالمخد ا رت فى إطار القوانين الدولية والإقليمية والوطنية وما هى خصائصها وأركانها وآثارها؟ وما هى صور المخد ا رت التى تشكل تهديد اً مباش ا رً للأمن والإستق ا رر على الصعيدين الدولى والوطنى؟، اتبعت المنهج الإستق ا رئى التحليلي لأهم مظاهر التعاون الدولي لمكافحة المخد ا رت بتوضيح التعاون الدولي في مجال مكافحة المخد ا رت وذلك عن طريق الإتفاقيات الدولية، والجهود الإقليمية والوطنية، من نتائج البحث ان أهم الأسباب الدافعة لإساءة إستعمال المخد ا رت أصدقاء السوء والبحث و ا رء الهروب من المشاكل وغياب الوازع الديني وضعف الروابط الأسرية، كما إن يتصف الشخص الذي يسيء إستعمال المخد ا رت إما إكتئابية أو إنطوائية أو شخصية سيكوباتية )غير إجتماعية(، من توصيات البحث إيجاد وسائل جذب للشباب وتفريق الطاقات وتوجيهها بصورة مثمرة في الإنتاج، وزيادة الرقابة والتشديد على المنافذ الحدودية وزيادة أعداد قواتها وتزويدها بالأجهزة والمعدات اللازمة لمحاربة هذه الأفة، وتوحيد الجهود والبحث في أسباب المشكلة واستئصالها مع تكثيف المنتديات التوعوية لمحاربة هذه الأفة، وتأهيل الكوادر في إج ا رء وقاية الشباب من المخد ا رت.

The aim of this research is to identify the efforts exerted in the field of drug trafficking, illicit trafficking of drugs and narcotics, and the international conventions against drugs. The importance of research is especially important in view of the growing problem of drugs. The problem of research is to answer the following questions: What is the crime of drug trafficking within the framework of international, regional and national laws and what are their characteristics, implications and effects? What are the forms of drugs that pose a direct threat to international and national security and stability?. The historical method is followed with the comparative descriptive approach to the most important aspects of international drug control cooperation by clarifying international cooperation in the field of drug control through international conventions, efforts, The definition of narcotics in the language is somewhat similar to its definition in the term, as the meaning in both revolves around anesthesia and numbness, and drugs are divided in terms of their origin into two types: plant drugs and their continuation plants grown in natural land, The chemical whether synthetic or semi-synthetic. In order to succeed in the fight against drugs we have to be accompanied by sexual irritants and moral corruption. The drug trade flourishes in pornographic environments, and the sincere cooperation among countries in combating illicit drug trafficking, human beings and washing up.
