Abstract:

تمثلت مشكلة البحث من خلال التساؤل التالي: هل لتطبيق نظام معلومات الادارة المالية الالكترونية أثر على الآداء المالي الحكومي (المالية العامة)؟ ، هدف البحث الى تسليط الضوء على مفهوم نظام معلومات الادارة المالية الالكترونية ودعائمها، والوقوف على أهمية الآداء المالي الحكومي ودوره فى النهضة الاقتصادية، واستكشاف الدور الذي تلعبه نظم معلومات الادارة المالية الالكترونية في الآداء المالي الحكومي، ، يستند البحث إلى فرضية رئيسة مفادها: يوجد أثر ذو دلالة إحصائية بين نظام معلومات الادارة المالية الالكترونية وبين الآداء المالي الحكومي، وتنبثق عنها خمس فرضيات فرعية: يوجد أثر ذو دلالة إحصائية بين نظام الخزينة الواحدة في إدارة النقد الالكتروني وبين الاداء المالي الحكومي، يوجد أثر ذو دلالة إحصائية بين التحصيل والدفع الالكتروني للايرادات وبين الاداء المالي الحكومي، يوجد أثر ذو دلالة إحصائية بين تخطيط الموارد المالية الحكومية وبين الاداء المالي الحكومي، يوجد أثر ذو دلالة إحصائية بين ادارة الدين الداخلي والخارجي وبين الاداء المالي الحكومي، يوجد أثر ذو دلالة إحصائية بين أمان البيانات والأنظمة وبين الاداء المالي الحكومي، اتبع البحث المنهج التاريخي والمنهج الوصفي التحليلي والمنهج الاستقرائي، توصل البحث الى عدة نتائج منها: أن نظام تخطيط موارد الحكومة هو الأكثر تأثيراً على الأداء المالي، مما يؤكد أن التكامل التقني بين الإدارات هو حجر الزاوية في نجاح النظام، أن التحصيل والدفع الإلكتروني يفسران التغير في الأداء المالي مما يشير إلى نجاح ولاية النيل الأبيض في ضبط الإيرادات وتقليل الفاقد المالي، توصل البحث الى عدة توصيات منها الاستمرار في تحديث الأنظمة وضرورة التحديث الدوري لنظام (GRP) لضمان مواكبته للمتغيرات المالية العالمية وتعزيز الربط الشبكي بين كافة الوحدات الحكومية بالولاية، تعزيز أمن المعلومات بالاستثمار في أنظمة الحماية المتطورة وتدريب الكوادر البشرية على الأمن السيبراني لضمان استمرارية الموثوقية في البيانات المالية، التوسع في التدريب بتكثيف الدورات التدريبية المتخصصة للموظفين بوزارة المالية على التعامل الاحترافي مع "نظام الخزينة الموحدة" لتقليل الأخطاء البشرية.

This research examines the impact of implementing the Electronic Financial Management Information System (IFMIS) on Enhancing government financial performance: a field study conducted at the Ministry of Finance, White Nile State, 2026. The research aims to highlight the concept of IFMIS and its pillars, understand the importance of government financial performance and its role in economic development, and explore the role of IFMIS in government financial performance. The research problem is formulated through the following question: Does implementing IFMIS impact government financial performance (public finance)? The research is based on a main hypothesis: There is a statistically significant impact between IFMIS and government financial performance. This main hypothesis leads to five sub-hypotheses: There is a statistically significant impact between the Single Treasury Account system for cash management and government financial performance; there is a statistically significant impact between electronic revenue collection and payment and government financial performance; there is a statistically significant impact between government financial resource planning and government financial performance; there is a statistically significant impact between domestic and external debt management and government financial performance; and there is a statistically significant impact between data and system security and government financial performance. The research employed the historical, descriptive-analytical, and inductive methodologies. The findings indicate that the Government Resource Planning (GRP) system has the greatest impact on financial performance, confirming that technical integration between departments is the cornerstone of the system's success. Furthermore, the electronic collection and payment system has led to changes in financial performance, demonstrating the success of White Nile State in controlling revenues and reducing financial losses. In light of these findings, the researcher recommends the continued updating of systems, emphasizing the necessity of periodic updates to the GRP system to ensure its alignment with global financial changes and to enhance network connectivity among all government units in the state. The researcher also recommends strengthening information security by investing in advanced protection systems and training personnel in cybersecurity to guarantee the continued reliability of financial data. Finally, the researcher recommends expanding training by intensifying specialized training courses for Ministry of Finance employees on the professional use of the "Unified Treasury System" to minimize human error.
