dc.description	As life evolves and our need for technology increases, methods of committing crimes also emerge and develop. As we know, cybercrime is now more widespread than physical crime. Like other forms of crime, cybercrime has diversified and evolved, and is now committed both domestically and internationally, by governments and individuals alike. This is the focus of our research: cybersecurity crimes and efforts to combat them. The importance of this study lies in the fact that legal studies and research are crucial for preventing and combating cybercrime. This study aims to examine the concept of cybersecurity and its relationship to the concept of cybercrime, and to clarify the procedural aspects of cybercrime. The study is divided into four chapters, beginning with an introduction and definitions, concluding with the procedures that should be taken against perpetrators of this type of crime, and culminating in the most important findings: that legal measures are fundamental to preventing and combating cybercrime. A set of recommendations is then presented, most notably the call for the establishment of a global cybersecurity council, similar to the UN Security Council, to protect countries from external attacks, especially since this type of crime now threatens national security and infrastructure.	en_US
dc.description.abstract	كلما تطورت الحياة وزادت حاجتنا الى استخدام التقنية كلما ظهرت وتطورت أساليب ارتكاب الجريمة وكما نعلم ان الجريمة الالكترونية أصبحت اليوم اكثر انتشارا من الجريمة المادية والجريمة الالكترونية مثلها مثل غيرها تنوعت وتطورت وأصبحت ترتكب داخليا وخارجيا وترتكب من الحكومات ومن الافراد. وهذا محط بحثنا جرائم الامن السيبراني وجهود مكافحتها، وتكمن أهمية هذه الدراسة فى ان الدراسات والبحوث القانونية لها أهمية كبيرة لمنع الجريمة السيبرانية ومكافحتها وتهدف هذه الدراسة الوقوف على مفهوم الأمن السبيراني وعلاقته بمفهوم الجريمة السيبرانية، وتوضيح الجوانب الاجرائية للجريمة السيبرانية حيث تم تقسيم الدراسة الى اربع فصول بدءاً بالتمهيد والتعاريف وانتهاءاً بالإجراءات التي يجب اتخاذها بحق مجرمي هذا النوع من الجرائم وصولا الى اهم النتائج وهي ان التدابير القانونية من الأمور الأساسية لمنع الجريمة السيبرانية ومكافحتها ثم تقديم مجموعة من التوصيات ومن ابرزها المطالبة بتكوين مجلس امن سيبراني عالمي اسوة بمجلس الامن لحماية الدول من الاعتداءات الخارجية خاصة وان هذا النوع من الجرائم اصبح يهدد امن الدول والبنى التحتية لها.	en_US
