dc.description	This research dealt with the impact of international treaties for non-parties, and the problem of research is summarized in trying to know the impact of international treaties within the framework of general international law, the need for states to abide by what they agreed upon, and the need for states to abide by their provisions, but the effects of the treaty may extend to non-parties, and therefore can be drafted The problem of research is through the following question: What are the effects of international treaties in relation to non-parties, and its importance lies in researching the role played by international treaties concluded between persons of international law, and the impact that international treaties have on non-parties and the international community, and aims to Explain the implications for others upon signing the international treaty, knowing and clarifying the legal implications for others that refrain from implementing the treaty, and followed the historical, analytical, and inductive descriptive approach in explaining everything related to international treaties, and this entailed dividing it into three chapters. The first is the concept of international treaties. And its legitimacy, the second is the emergence of international treaties and their conditions. As for the third chapter, the effect of international treaties in relation to non-parties, then the research concludes with a conclusion that includes the most important results it reached, including: International treaties extend their effects to other countries that have not been N is a party to the treaty with its consent and consent, and one of the researcher's recommendations is to establish an international institution or an international committee to ensure the validity of international treaties through the study and analysis of international practices.	en_US
dc.description.abstract	تناول هذا البحث أثر المعاهدات الدولية بالنسبة للدول غير الأطراف، وتتلخص مشكلة البحث فى محاولة معرفة أثر المعاهدات الدولية فى اطار القانون الدولى العام، وضرورة التزام الدول بما اتفقت عليه، وضرورة إلتزام الدول بأحكامها، إلا أنه قد تمتد أثار المعاهدة لغير أطرافها، ولذلك يمكن صياغة مشكلة البحث من خلال السؤال التالي: ماهى آثار المعاهدات الدولية بالنسبة للدول غير الأطراف،وتكمن أهميته البحث في الدور الذي تلعبه المعاهدات الدولية التي تبرم بين أشخاص القانون الدولي، والأثر الذي ترتبه المعاهدات الدولية علي غير الأطراف وعلي المجتمع الدولي، ويهدف الى بيان الآثار التي تترتب علي الغير عند توقيع المعاهدةالدولية، ومعرفة وبيان الآثار القانونية التي تترتب على الغير الممتنع عن تنفيذ المعاهدة، واتبعت فيه المنهج الوثائقي التاريخى والتحليلي الاستقرائي الوصفى في بيان كل ما يتعلق بالمعاهدات الدولية، وهذا إستتبع تقسيمه الى ثلاثة فصول، الأول مفهوم المعاهدات الدولية ومشروعيتها، الثانى نشأة المعاهدات الدولية وشروطها، اما الفصل الثالث أثر المعاهدات الدولية بالنسبة لغير أطرافها ، ثم يختم البحث بخاتمة تتضمن أهم النتائج التى توصلت اليها ومنها: المعاهدات الدولية تمتد أثارها الي الدول الأخري والتي لم تكن طرفا في المعاهدة وذلك بموافقتها ورضاها، ومن توصيات الباحث إنشاء مؤسسة دولية أو لجنة دولية لضمان سريان المعاهدات الدولية من خلال دراسة وتحليل الممارسات الدولية.	en_US
