Abstract:

نتناول في هذا البحث التمثيل الدبلوماسي في العلاقات الدولية بهدف إعطاء رؤية واضحة لمعرفة الدبلوماسية ونشأتها ومهام ممثلي الدولة في العلاقات الدبلوماسية، وتكمن مشكلة الدراسة في توضيح الحصانات الممنوحة لممثلي العلاقات الدولية، وقد اتبع الباحث المنهج الاستقرائي التحليلي في كتابة هذا البحث للوصول إلى كل ما يبين لنا التمثيل الدبلوماسي ومن يقوم بمهامه في العلاقات الدولية لتحقيق مصالح الدول فيما بينها، وقد توصلت الدراسة إلى عدة نتائج أهمها أن تزايد وظائف الوحدات الدولية في مجال النشاط الدولي يختلف كل الاختلاف عن النشاط الدبلوماسي الذي تقوم به الوحدات الدولية ويغلب عليه الطابع الرسمي الحكومي، وأن الاهتمام بالشؤون الاقتصادية والثقافية والتجارية والصناعية يزيد من تشابك العلاقات الدولية مما يجعل آليات العمل الدبلوماسي الرسمي بحاجة لتفعيل أدواتها لخدمة وتغذية أولويات السياسة الخارجية. وخلص البحث إلى عدة توصيات في سبيل الوصول بالإداء الدبلوماسي بالدولة إلى الوصول إلى غاياتها المنشودة وذلك أن يكون على القائمين على إدارة شئون الدولة المسلمة إبرام الاتفاقيات الدولية مع الدول الأخرى غير المسلمة في سبيل تحقيق المصالح الدنيوية، وكذلك أوصت الدراسة إلى أن يكون شعار المسلمين هو السلم في علاقة الدولة المسلمة مع غيرها من الدول الأخرى.

The study deals with the diplomatic representation in international relations with the aim of giving a clear vision for the knowledge of diplomacy and its establishment and the functions of state representatives in diplomatic relations. The problem of the study is to clarify the immunities granted to the representatives of international relations. The researcher followed the analytical inductive method in writing this research to reach everything that shows us Diplomatic representation and those who carry out their duties in international relations to achieve the interests of the States among themselves. The study reached several results, the most important of which is that the increasing functions of international units in the field of international activity is very different from the diplomatic activity carried out by the And that the interest in economic, cultural, commercial and industrial affairs increases the intertwining of international relations, which makes formal diplomatic mechanisms need to activate their tools to serve and feed foreign policy priorities. The study concluded several recommendations in order to reach the diplomatic performance of the state to reach its desired goals, so that the managers of the affairs of the Muslim state to conclude international agreements with other non-Muslim countries in order to achieve the interests of the worldly, In the relationship of the Muslim state with other countries.
