الحكومة الالكترونية ودورها في الحفاظ علي المال العام

Abstract:

تتمثل مشكلة البحث في أن تطبيق الحكومة الالكترونية في السودان يتطلب الكثير من الالتزام والجدية من قبل النظام أو القطاع العام مع مرونة وقبول من قبل المواطن حتي يتم تنفيذ المشروع بالصورة المثلي لمفهوم الحكومة الالكترونية العالمية ويمكن أن نصيغ مشكلة البحث فى السؤال الرئيسي التالي ما هو الدور الفعال الذي يمكن أن تلعبه الحكومة الالكترونية للحفاظ علي المال العام؟، هدف البحث إلى بناء فكرة شاملة عن الحكومة الالكترونية وإمكانية توظيف أدوات تكنولوجيا المعلومات والاتصالات في جمع مرافق الدولة، إختبر البحث ثلاث فرضيات، الحكومة الالكترونية اقل تكلفة من النظم اليدوية وأكثر شفافية وحماية للمال العام، يؤدي نظام الحكومة الالكترونية إلي زيادة معدل الإيرادات في القطاع العام، الحكومة الالكترونية لديها بنية تحتية متكاملة من حيث الأنظمة والمخدمين تمكنها من متابعة إيراداتها، وإتبع البحث المنهج التاريخي، والمنهج الإستنباطي، والمنهج الوصفي والمنهج الإستقرائي، من نتائج البحث يدعم تطبيق نظام الخزينة الواحدة نظام الرقابة ويوفر معلومات لحماية المال العام، كما يقلل نظام الحكومة الإلكترونية من نفقات تقديم الخدمات، تم التوصية بالعديد من التوصيات منها ضرورة تطبيق نظام الحكومة الإلكترونية على البساطة وعدم التقيد فى حماية المال العام يجب العمل على حد نظام الحكومة الإلكترونية من ظاهرة الرشاوى والتسهيلات مما يساعد على حماية المال العام.

The research problem is that the application of e-government in Sudan requires a lot of commitment and seriousness by the system or the public sector with flexibility and acceptance by the citizen so that the project is implemented in the ideal way for the concept of global electronic government and we can formulate the research problem in the next main question what is the effective role What can e-government play to preserve public money ?, The aim of the research is to build a comprehensive idea of e-government and the possibility of employing information and communications technology tools in collecting state facilities, the research tested three hypotheses, e-government is less expensive than m Manual systems are more transparent and protect the public money, the e-government system leads to an increase in the rate of revenue in the public sector, the e-government has an integrated infrastructure in terms of systems and employers that enable it to track its revenues, and follow the research historical approach, deductive approach, descriptive approach and inductive approach, from the results The research supports the application of the single treasury system, the control system and provides information to protect public money, as the e-government system reduces the costs of providing services, many recommendations were recommended, including the need to apply the e-government system to simplicity Non-compliance with the protection of public money must work on the system of government rather than the phenomenon of electronic bribes and facilities, which helps to protect public money.
