dc.description	The study deals with the crimes of terrorism and the methods of combating them. The problem of research is that the subject that tries to search is great and does not contain some definitions and details. Therefore, the researcher tries to give the most important aspects, with emphasis on the concept of fugitives, guerilla, and counterproductive efforts. The judiciary is morally important before it is a legal obligation. There is no cruelty and heaviness for the innocent to die without the guilt of committing it. Therefore, it is necessary to exert international and regional efforts to combat terrorism and to produce practical results that contribute effectively to combating it. The aim of the research is to clarify the concept of terrorism in a clear, precise and specific manner, and to clarify its linguistic and legal implications, the causes of terrorism, its means, objectives and consequences, because any attempt to eliminate terrorism without a precise and specific definition of terrorism is a scientific study of the reasons and motives that lead to an attempt and is doomed to failure. International Reward. The study reached the following conclusions: Terrorism is a global phenomenon that requires concerted international and regional efforts to fight and conclude agreements, join international treaties and actively participate in the global strategy against terrorism. And weak cooperation with the United Nations and the Security Council and the implementation of its resolutions to ensure the proper implementation of decisions, especially decisions that provide information that will reduce the movements and infiltration of terrorists into the territory of the State.The study reached several recommendations, including: the need to unify the international and regional visions through holding conferences and seminars to consult and work according to one directive and work within the umbrella of the Security Council to ensure the proper understanding and follow the required standards regarding the information of passengers and how to examine and address technically. To further strengthen the capacity of the United Nations and the Security Council to reduce the movement of terrorists, which will contribute to the strengthening of the fight against terrorism at the global level.	en_US
dc.description.abstract	تناولت الدراسة جرائم الإرهاب وطرق مكافحتها . وتكمن أهمية الدراسة في أن مواجهة الإهارب الدولي ومحاولة القضاء علية أصبح مهمة أخلاقية قبل أن يكون التزاما قانونيا فليس هنالك اقسي واشبع أن يموت الإبرياء دون ذنب اقترفوه ولذلك لابد من ضرورة بذل الجهود الدولية والإقليمية لمكافحة الارهاب، والخروج بنتائج عملية تساهم بصورة فاعلة في مكافحتة. وكما تتمثل مشكلة الدراسة في أن الموضوع الذى يحاول الباحث لايخلو من بعض تعريفات وتفاصيل كثيرة لذلك يحاول الباحث أن يعطي أكثر الجوانب أهمية مع التركيز على مفهوم الإهارب وجرائمة والجهود المبذولة لمكافحتة . وكذلك هدفت الدراسة الي توضيح مفهوم الإرهاب بصورة واضحة ودقيقة ومحددة وبيان مدولاته اللغوية والقانونية وأسباب الأرهاب، ووسائله وأهدافه ونتائجه لان أي محاولة للقضاء على الارهاب دون تعريف دقيق موحد ومحدد لللإرهاب وبحث علمي للأسباب والدوافع التى تؤدي إلية محاولة محكوم عليها بالفشل ومن ثم تحديد جرائم الإرهاب وابراز الجهود الدولية لمكافتحه . وكما أستخدم الباحث المنهج التاريخي والمنهج التحليلي في هذه الدراسة. توصلت الدراسة الي نتائج منها:أن الإرهاب ظاهرة عالمية تستوجب تضافر الجهود الدولية والإقليمية لمحاربتة وإبرام الأتفاقيات والإنضمام للمعاهدات الدولية والمشاركة الفاعلة في الإستراتيجية العالمية لمكافحة الإرهاب . وضعف التعاون المستمر مع اجهزة الامم المتحدة ومجلس الأمن وتنفيذ قراراته بما يضمن التطبيق السليم للقرارات خاصة القرارات التي توفر المعلومات التي من شأنها الحد من تحركات وتسلل الإرهابيين إلي داخل إقليم الدولة. توصلت الدراسة الي عدة توصيات منها:ضرورة توحيد الرؤي الدولية والإقليمية من خلال عقد مؤتمرات وندوات للتشاور والعمل وفق موجه واحد والعمل ضمن مظلة مجلس الأمن لضمان الفهم السليم وإتباع المعايير المطلوبة فيما يتعلق بمعلومات المسافرين و كيفية فحصها ومعالجتها تقنياً. مواصلة تعزيز قدرات الأمم المتحدة ومجلس الأمن من اجل الحد من حركة الإرهابيين والذي سيسهم في تعزيز مكافحة الإرهاب على الصعيد العالمي.	en_US
