Abstract:

تناولت الدراسة أسباب الفقر وآثاره الاقتصادية والاجتماعية على الريف بمحلية كوستي (للفترة من 2018-1986م), والتي تعد من المحليات الهامة بولاية النيل الأبيض و تتميز بوفرة مواردها الطبيعية والبشرية التي أهلتها لتنوع إنتاجها, إلا أنها على الرغم من ذلك أصبح سكانها عرضاً للفقر, ونقص الغذاء, ولذلك هدف البحث للتعرف على العلاقات المتبادلة بين الموارد والسكان للوصول إلى الأسباب التي تؤدي للفقر والوقوف على آثاره ، ووضع أطر نظرية للمساهمة في التخفيف من هذه المشكلة. أستخدم الباحث المنهج الإيكولوجي , ومنهج الفقر المتكامل(فخ الحرمان), والمنهج التاريخي , والمنهج الوصفي التحليلي , والمنهج الإحصائي, للتعرف على مشكلة البحث والوصول إلى النتائج المرجوة. تم جمع المعلومات بطرق مختلفة أهمها المصادر الثانوية التي تمثلت في المراجع والتقارير والبحوث, إضافة إلى الملاحظة والمقابلة الشخصية, وكما تم تصميم إستبيان إستخدمت فيه العينة العشوائية البسيطة, لعدد (378) أسرة بواقع (%10.1) من حجم الأسر بمنطقة الدراسة, ومن ثم أستخدم للتحليل برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS). خلصت الدراسة إلى أن نسبة الفقر بلغت (%93.1) بين المبحوثين., وأن أهم مؤشراته تتمثل في إرتفاع الإنفاق على الغذاء حيث أكد (%71.7) من المبحوثين ذلك , ما ضيق على أوجه الإنفاق الأخرى ولجأوا لسد النقص في الدخل من خلال الإستدانة (%41.6) من المبحوثين, ومن الأهل والأقارب %33.2)) وعمل الأطفال بالإحتطاب وبيع الماء (%15.9)., ولم تفلح الجهود الدولية والمحلية المبذولة في خفض معدلات الفقر والتقليل من حدته ,وذلك نتيجة لضعفها ويرى ذلك ((%50.8 من المبحوثين , وأن أهم أسباب الفقر ترجع إلى تقلبات الأمطار وتذبذبها وأكد(%83.2) من المبحوثين ذلك, هذا إلى جانب تدهور المشاريع التنموية بنحو %81.7)) , والزيادة في أسعار السلع والخدمات بحوالي 100)%) ., وتكمن آثار الفقر في تدني مستوى المسكن , ويرى (%89.2) من المبحوثين أن المنازل قوامها الطين اللبن , بينما من يعتمدون منهم على الفحم والحطب كوقود %80.4)) , ويتخلصون من فضلاتهم الآدمية في العراء بحوالي ((%19.1 وفي حفر عادية (%74) والسايفون (%6.9), وأكد المبحوثين على إنتشار البطالة بواقع (%74.3), وإرتفاع الأمية بينهم إلى %33.7)) ، وتكرار الإصابة بالأمراض بنحو%64.2)) , وما يزيد عن %89)) يتخلصون من النفايات المنزلية داخل قرى الدراسة. ختم البحث بتقديم توصيات ومقترحات تهدف للمساهمة في حل مشكلة البحث, متمثلاً في بذل مؤسسات الضمان الاجتماعي لمزيداً من الجهد وتحسين الأوضاع المعيشية للفقراء وذلك من خلال تمليكهم لوسائل الإنتاج, والدعم المباشر للشرائح الضعيفة منهم, هذا إضافة إلى إعادة تأهيل المشاريع التنموية , وتهيئة البيئة الجاذبة للمنظمات والإستثمارات الأجنبية والمحلية لزيادة الإنتاج ورفع معدلات النمو بالقطاعات الاقتصادية, بجانب زيادة الأجور وإنشاء التنظيمات والتعاونيات الإستهلاكية, وصيانة وتوفير الخدمات العامة وترقية مستوياتها, والإهتمام بصحة البيئة والتوعية الصحية.

Description:

This study tackles the reasons behind poverty and its socio-economic impact on Kosti Locality outskirts from 1986 to 2018 , which could be considered as one of the most important localities of White Nile State with many natural and human resources that enable it to have diversity in production. In spite of the rich resources , the people subjected to poverty and have no enough food .So the research aims to investigate the correlation between the resource and its impact to find out the reasons behind poverty in ander to Know reasons and to consider the theoretical framework to participate in reducing the effect of the problem. The ecological , integrated poverty, the descriptive and analytical, and the statistical method were used to identify the problem of the research so as to find out the desired results. Different tools were used to collect data such as : the secondary sources such as reverences, reports , studies as well as observation, and the interview. A questionnaire with simple random samples, for 378 families, 10.1% of the entire families of the sample of the study. , .The (SPSS) Statistical Package for Social Sciences was used to analyze the data obtained. The research found out rate of poverty was 93.1% amoung the respondents and its most important indicators are the increase of food cost which reached 71.7% of the sample and this enforce people to begin to borrow to satisfy the deficiency which is 41.6% are from relatives 33.2% and from the work of children such as cutting of wood and selling water is 15.9% . The national and international efforts did not succeed to reduce the rate of poverty due to their weakness, they are only suppose of respondents 50.8%. The main reasons behind poverty includes the decrease of rainfall and its fluctuation which affirmed by 83.2% and the increase of the services and commodities costs , it rates is 100% . Its impact could be observed in the fall of living standard. The rate of the houses which are made of mud is 89.2% which is affirmed by the respondents . whereas the rate of those who depend on wood and charcoal is 80.4% . The human leftover is disposal in the outdoors is 19.1% , traditional bathrooms with the rate of 74% ,the siphon is to 6.9% . The respondents affirmed that illiteracy rate is 33.7% .and they stressed that the spread of unemployment is 74.3%. The repeated infection of illness rate is 64.2% and about 89% get rid of their litter in their villages. The study is concluded with some recommendations which could participate in solving the problem of the study such as : the social welfare institutions should make more efforts to improve the living standard that via the direct support by providing the production means , moreover, the reformation of the developmental projects. Also to establish the suitable environment for international organizations and local investments to increase the production and to raise the development rate in the economic sector. Also to increase the salaries, to establish the cooperation societies and censuring societies , the maintains of the social services and to develop its levels , and to care of the environment and health awareness.
